1.      Senate Unanimously Confirms Energy Nominee Ernest Moniz - Physicist Ernest Moniz won unanimous Senate confirmation Thursday to be the nation’s new energy secretary.  Moniz, 68, a professor at the Massachusetts Institute of Technology, replaces Steven Chu. Moniz served as an energy undersecretary in the Clinton administration.  Moniz, who heads an energy initiative at MIT, is widely seen as sympathetic to the natural gas industry and will soon decide whether to approve a major expansion of U.S. natural gas exports that could create thousands of jobs, spur economic growth and help offset the nation’s enormous trade deficit. 5/16 AP

3.      Energy Department Publishes Protocols for Determining Energy Efficiency Savings - The Energy Department has published a new series of protocols for determining savings from energy efficiency upgrades in homes, commercial buildings, and industrial facilities. Using consistent methods to calculate energy savings will improve the credibility and demonstrate the impact of energy efficiency programs that help businesses and families reduce their energy bills.

4.      DOE Reports Track Progress in LED Lighting Technology - The industry’s shift to LEDs continues to be one of the most dynamic areas of product development and market realignment in the electrical industry. This transition has been getting substantial support from the U.S. DOE which offers programs for performance testing and standardized methods for reporting performance characteristics, with an eye toward assisting market acceptance. According to a recent DOE forecast, LED lighting will represent 74% of sales in the U.S. general illumination market by 2030 and will save about 2,700 terawatt-hours and $250 billion over a 20-year period. Navigant Research, in a report released this week, estimated that worldwide shipments of LED lamps will grow from 68 million units in 2013 to 1.28 billion units annually by 2021, and that the markets for every other lighting technology will contract over that period. 5.      GSA Advised to Keep LEED - The Green Building Advisory Committee, set up to advise facilities management agency the General Services Administration, concluded by a 10-6 vote that LEED was the best standard to help the government comply with the Energy Independence and Security Act.  The act requires federal agencies to use a green building certification system for new construction and major renovations. The GSA has required new buildings under its jurisdiction to be LEED Gold certified since 2010. 6.      Advanced Control Options for LEED v.4 - Version 4 of the popular Leadership in Energy & Environmental Design (LEED) green building rating system is expected to be released at Greenbuild in November 2013. Final balloting to approve the new LEED version is expected to occur in June. One thing is almost certain, which is that the prerequisite for the Energy + Atmosphere section will change from the 2007 to the 2010 version of the ASHRAE/IES 90.1 energy standard. This is because the 2010 version of 90.1 is now the national energy standard. By October 2013, all states in the country must put in place a commercial building energy code at least as stringent as ASHRAE/IES 90.1-2010 or justify why they can’t comply.  http://lightingcontrolsassociation.org/

7.      Call for Submissions for 2013 IES Progress Report - The Illuminating Engineering Society of North America (IES) recently announced a call for submissions to the 2013 IES Progress Report. This program offers organizations in lighting an opportunity to present important new products, research, publications, and design tools. All lighting products must be introduced commercially and all research, publications and design tools must be completed between August 1, 2012 and July 31, 2013. 8.    LED Supply Chain Dynamics - Now that the rise of the LED has begun, the repercussions are rippling up and down the LED supply chain. One effect is consolidation in this sector, driven by a desire for vertical integration among the larger lighting companies, which in turn is being driven by the relentless demand for lower prices and higher quality. While the total number of vendors involved in the LED supply chain will likely shrink, other factors–including the expiration of existing patents, new interchangeability standards, new technologies, and an expected upsurge in creative product designs will create opportunities for new entrants at each level of the supply chain. 9.      MA Officials, Activists Tout Energy Savings Plan - Article 19 asks voters to borrow $4,049,027 to pay for a variety of energy-conserving measures in schools and other town-owned buildings. These will include more efficient heating systems and lighting as well as an energy management system. 5/13 The Eagle-Tribune

10.  Osram Leads Research on LED-Based Adaptive Headlamps for Autos - Focused on increased safety for drivers and passengers, the German Federal Ministry of Education and Research (FMER) is sponsoring a research project on adaptive forward lighting systems (AFS) for autos, and Osram Opto Semiconductors is serving as the project coordinator. The project will seek to combine microelectronics and optoelectronics technologies to enable autonomous camera-based control of LED headlamps with no mechanical actuators. The AFS concept includes both optimum lighting for the driver and supplementary traffic safety functions. The goal is glare-free high-beam lighting, and low beams that adjust to the speed of the vehicle.  http://ledsmagazine.com/news/10/5/7

11.  Pumped Up For Profits: Electrical Supplies in the Oil Patch by Jim Lucy - In an era of sluggish growth in the electrical market, the sales opportunities popping up in the oil and gas market in some regions of the country for distributors, reps and manufacturers stick out like a solitary pump jack on the northern prairie.  New horizontal drilling technologies combined with what’s called  “oil fracking” is now allowing drilling companies to access deposits of oil and natural gas that previously couldn’t be extracted profitably, often in regions of the country where the oil and gas business had more or less been dormant for years. http://ewweb.com/ewweb/2013-05-01

1.      GSA Makes Case for Smart Lighting, Plug Strip Roll-Out - The US General Services Administration has concluded reviews of energy efficient technologies responsive lighting systems and plug load control and released details of how such technology could be rolled out to federal buildings.  A study of responsive lighting systems showed that such technology provided energy savings that ranged from around 27-to-63 percent over baseline conditions, depending on the work space’s normal use. Lighting accounts for 39 percent of electricity costs in office buildings, the GSA says.  The workstation-specific lighting systems evaluated in the study were found to be most cost effective in spaces with long operating hours and varying occupancy patterns, such as call centers. Offices with “3-tube 2×4 troffer light fixtures, operating days that are 14 hours or longer, utility costs of $0.11/kWh or greater, and an occupancy pattern that is variable, offer the best potential for energy savings at a low simple payback and therefore a “strong argument for targeted deployment,” the report says. 2.      DOE Releases Gateway Report on Museum LED Retrofit Lighting by Craig DiLouie - The U.S. Department of Energy (DOE) has published the final evaluation report from a retrofit of track lighting at the Smithsonian American Art Museum in Washington, DC. During the demonstration, LED PAR 30 and MR16 lamps replaced all traditional incandescent lamps in one gallery and LED PAR 38 and MR16 lamps partially replaced incandescent lamps in two other galleries. 3.      DesignLights Consortium Receives U.S. DOE Partner Recognition by Craig DiLouie -  The U.S. Department of Energy (DOE) has given special recognition to Northeast Energy Efficiency Partnerships (NEEP) as an LED Lighting Facts program partner for its dedication to promote the LED lighting industry through its project, the DesignLights Consortium (DLC). 4.      Energy-Efficient Lighting Market in Europe to 2020 - GBI Research, a leading business intelligence provider, has released its latest research, "Energy-efficient Lighting Market in Europe to 2020 - LEDs Emerge as Key Growth Sector due to Price Discounting and Phosphor Shortages Restricting CFL Production". 5.      A Boom in Utility Rebates Drives LED Lighting - Four years ago, when Consolidated Edison was designing its commercial and industrial rebate programs, LEDs weren’t mature enough to make it into the prescriptive program. Instead, solid-state lighting was lumped in with the custom rebate program. When the programs are redesigned next year, some LEDs will probably move out of the custom category. 7.      Senate Energy Efficiency Bill Omissions Designed to Get House Support - Sens. Jeanne Shaheen (D-N.H.) and Rob Portman (R-Ohio) got their energy efficiency legislation (S. 1000) through as an amendment to a previously passed House bill, but had to shed much of its weight in the process.  The bill would make national model building codes more energy efficient with the goal of reaching net-zero-energy building for new homes and commercial sites by 2030. 8.   Renewables Must Learn from Natural Gas - Natural gas is now tied with coal as the United States’ top source of electricity. It’s a milestone that caps a historic upheaval in the energy industry. 9.      Which State Has the Best Solar REC Market? - One of the few remaining drivers for the growth of renewables is the individual state mandate, called a Renewable Energy Standard (RES) or a Renewable Portfolio Standard (RPS), requiring utilities and other load serving entities (LSEs) to obtain a specific portion of their power from renewables by a specific date.  Some states allow LSEs to meet a portion of their obligation with renewable energy credits (RECs), and REC trading markets are emerging. Sixteen states and D.C. have specified a portion of the renewable requirement for solar alone. 12. Construction Employment Declined in 30 States Year-Over-Year in August - Construction employment declined in 30 states from August 2011 to August 2012 and in 26 states in the past month, according to an analysis by the Associated General Contractors of America of Labor Department data. 13.  Toshiba Installs 20,000 LED Street Lamps In San Antonio -Toshiba International Corporation (TIC) has announced that its TGT LED Luminaires will replace over 20,000 high-pressure sodium (HPS) street lamps in San Antonio, Texas. CPS Energy selected Toshiba’s roadway lighting after extensive investigation and experimentation with multiple LED luminaire options. 14.  Cree Refreshes LED Family, Extends Warranty in Commercial SSL Products - Cree has leveraged its third generation LED manufacturing platform that it calls SC3 (silicon carbide 3) to produce a new version of the XLamp XP-E LED family called XP-E2 offering a 20% jump in efficacy. Cree Lighting announced that it would now offer a ten-year warranty on solid-state lighting (SSL) products that are sold into commercial applications. http://ledsmagazine.com/news/9/9/17

15.  Ohio University to Save an Estimated $38 Million Through Energy Performance Contract with Constellation - Constellation www.constellation.com and Ohio University today announced a guaranteed energy performance contract (EPC) for more than $38 million in water and energy cost savings over a 15-year period. Constellation was selected by competitive bid to provide energy efficiency and water conservation measures for 72 buildings at Ohio University's main campus in Athens, Ohio. Under the terms of the EPC with Constellation, the upgrades require no upfront capital from the university. Ohio University will use the guaranteed energy and operational savings from the conservation measures to fund the approximately $28 million project through low interest bonds from the Ohio Air Quality Development Authority. 16.  Boulder Launches Energy Tracking Pilot Program for Businesses, Offers 'Coaches' - Boulder is offering free "energy coaches" to interested businesses as part of a pilot program to get more companies to measure and track their energy use. Depending on how the pilot program goes, Boulder could start requiring businesses to report their energy rating to the city next year. City officials said they hope a wide variety of commercial and industrial businesses apply so that they can get a complete picture of energy use in those sectors and determine which types of energy data to collect and how to simplify the data-sharing process. 1.      GSA Issues Net Zero Retrofit Challenge - The U.S. General Services Administration has announced its Net Zero Renovation Challenge, which aims to get the private sector to improve the energy performance of federal buildings through the use of energy service performance contracts.  In the challenge, 16 energy services companies who already provide ESPCs to federal agencies will retrofit plans for approximately 30 federal buildings across the country. These projects will be evaluated by a panel of independent experts based on energy savings, financial and technical innovation and applicability to other federal buildings. The winning entries will be awarded the ESPCs, as well as future ESPCs. Under such contracts, a private sector energy services company develops and installs energy improvements. The building owner–in this case the federal government–then repays the energy company for the capital expenditure over a maximum 25-year period from the resulting energy savings, allowing building owners to retrofit properties without any upfront cost to them. 10/21 Environmental Leader

2.      Next Generation Luminaires - The 2012 Next Generation Luminaires™ (NGL) Solid-State Lighting Indoor Design Competition was officially launched to recognize and promote excellence in the decision of energy-efficient LED commercial luminaires. Written Intents to Submit are due by December 16, 2011, and must be submitted online at www.ngldc.org Final submission forms are due by January 13, 2012, and physical product samples are due by January 18. 3.      TVA Revamped Energy Efficiency Website - The Tennessee Valley Authority has unveiled a redesigned website for tips and information about how consumers can conserve energy whether at home, at a business or in an industry. 4.      TVA, Local Utilities Double Energy Efficiency Cash Incentive to Businesses - The Tennessee Valley Authority and electric utilities in the Tennessee Valley are offering a 100% increase in cash incentive payments to businesses and industries that participate in the EnergyRight Solutions for Business and Industry program. Effective immediately, TVA will increase the cash incentive payment from 5 cents to 10 cents for each kilowatt-hour saved by businesses that enroll in the program. www.energyright.com

5.      DOE Municipal Solid-State Street Lighting Consortium - The 35 million streetlights in the U.S. – on every night–are one of the lighting applications attracting considerable interest for conversion to SSL products. These products can offer energy savings, reduced maintenance, and improved visibility-benefits that can tip the balance for cities concerned about the environment, safety, and the bottom line. This conversion is far from being a no-brainer, however. It requires careful product specification and evaluation. That's why a growing number of cities are evaluating LED street lighting products–and why, to help inform and harmonize their efforts, DOE last year launched the Municipal Solid-State Street Lighting Consortium, which has already grown to more than 300 primary members, including municipalities, utilities, and energy efficiency organizations. 6.      Release of ENERGY STAR Lamps V1.0 Specification Draft 1 - This new specification is intended to replace the existing Compact Fluorescent Lamps and Integral LED Lamps specifications, as well as the qualification requirements for GU24-based fluorescent lamps previously detailed in the Residential Light Fixture specification. The first draft was developed with consideration of comments received in response to the Lamps Specification Framework released on March 22, 2011.

7.      Inventing a New Socket for LED Lighting - LED light source maker Bridgelux in a partnership with Molex early next year plans to start producing a new lighting component that dispenses with the classic screw base.
